Palmian elite soldiers are high-leveled neutral NPCs that only appear in special cases. They spawn endlessly when <Ebon> the fire giant is released in Noyel and can spawn in Challenge quests to help deal with target monster. In both occasions above they spawn as a standard neutral NPC. A crowd of those will also accompany you during the Kamikaze Attack quest where they are put in unique semi-ally mode: they will follow you around, won't turn hostile even after being hit several times by you, and hitting them has no karma repercussions (however actually killing them will cost you 2 karma points).
